You might consider appealing that. G+ was updated on 5/28/13 and has a create an account link when logging in.
I suspect all other google apps do as well.
Oh, but the G+ sign-in page does not have the create an account link. Perhaps there is a separate one you can use for ios sign in?
https://developers.google.com/+/mobile/ios/upgrading-sdk have the same problem… Still the “create a google account” link.

I have to patch the official iOS SDK… Very weird.
